American Municipal Power, Inc. and the American Public Power Association filed a request with the Federal Energy Regulatory Commission on Dec. 19 asking for a rehearing of FERC’s final rule on offer caps in markets operated by regional transmission organizations and independent system operators (Docket No. RM16-5-001).
