FERC tackles issues tied to PURPA at conference

The Federal Energy Regulatory Commission needs to “think hard about what we want to do next” with regard to its role in overseeing the Public Utility Regulatory Policies Act of 1978, said Larry Greenfield, associate general counsel at FERC’s Office of General Counsel, after a day-long technical conference on the topic (Docket No. AD16-16-000).

Experts who presented testimony at the June 29 technical conference raised a lot of issues, said Greenfield, who moderated the event.

The 1978 law requires electric utilities to purchase power from qualifying facilities, or QFs, specifically cogeneration and small power projects, at the utilities’ “avoided cost.”
