Lexington, Ky., leaders are considering adopting a five-year plan for waste management, which includes details on future waste and recycling goals, plans for larger recycling containers and smaller garbage receptacles and a potential pay-as-you-throw program.

The council is voting on the five-year plan soon, and then it will be sent over to the state for review.
