Last month, Portsmouth, Va.’s contract with Recycling and Disposal Services ended, and the city opted to send glass, paper and plastic collected from residential recycling bins to Wheelabrator Technologies to be burned and transformed into steam energy for nearby Norfolk Naval Shipyard and electricity that’s sold onto the grid.
Now, the city is preparing to sign a new recycling contract this month that will allow Recycling & Disposal Solutions to resume service by December 22.
