More than a week ago, Portsmouth, Va.’s contract with Recycling and Disposal Services ended. And since then, the city has been sending glass, paper and plastic collected from residential recycling bins to Wheelabrator Technologies to be burned and transformed into steam energy for nearby Norfolk Naval Shipyard and electricity that’s sold onto the grid.
